Who Qualifies For The Connecticut Home Care Program for Elders Waiver? To be eligible for The Connecticut Home Care Program for Elders Waiver, applicants must be 65 years of age or older; be a Connecticut resident; be at risk of nursing home placement; and meet the program’s financial eligibility criteria. To be at risk of nursing home placement means that the applicant needs assistance with critical needs such as bathing, dressing, eating, taking medications, toileting.

Connecticut Waivers
  • Individual and Family Support Waiver (IFS) : The Individual and Family Support Waiver is authorized to provide direct services and supports to people who live in their own or their family home. It is approved for individuals who do not require 24- hour paid supports. Services and
  • The Comprehensive Support Waiver: The Comprehensive Supports waiver is authorized to provide direct services and supports for people who live in licensed settings, and those who live in their own or their family home and require a level of support not available under the IFS waiver, usually due to significant behavioral, medical and/or physical support needs and/or the absence of available natural supports.
  • Connecticut Home Care Program for Elders Waiver: This waiver provides home health care and related community-based services to people aged 65 and older who are not eligible for regular Medicaid and would otherwise be in nursing homes.
  • Personal Care Assistance (PCA) Waiver: The PCA waiver provides consumer-directed personal care assistance services to people with physical disabilities who are between age 18 and 64 and who would otherwise require institutionalization. Participants must need help with activities of daily living and must be able to hire and direct their own personal care assistant (PCA).
  • Acquired Brain Injury (ABI) Waiver: The ABI Waiver provides a number of support services, including personal care assistance, to people between age 18 and 64 with ABI to help them remain in the community. (ABI is any combination of acquired focal and diffuse central nervous system dysfunctions, both immediate and delayed, at the brain stem level and above.)
  • CT Home and Community Supports Waiver for Persons with Autism Provides community companion homes, live-in companion, respite, assistive technology, clinical behavioral support, community mentor, individuals good and services, interpreter, job coaching, life skills coach, non-medical transportation, PERS, social skills group, specialized driving assessment for individuals w/autism ages 3 – no max age.
